Start with these steps
- Find your province in the table below; for district-level status, open the annex to Decree 287/2026 on the Agriculture Ministry's legal database (JDIH).
- Have your dogs and cats vaccinated against rabies regularly.
- Before taking a dog or cat between islands, prepare the vaccination book, rabies antibody titre result and veterinary certificate, and check the rules at your destination.
- Do not approach or touch animals you do not know, especially if they are behaving unusually.
- If you are bitten or scratched, wash the wound straight away with soap and running water for 15 minutes.
- Then go directly to a community health centre (puskesmas), hospital or other health facility, even if the wound is small or the animal is a pet.
Which provinces are rabies-free in 2026?
Ministry of Health circular HK.02.02/C/508/2025 on rabies alertness says that of Indonesia's 38 provinces, 26 are endemic for rabies and 12 are rabies-free. The 12 are Jakarta, Central Java, East Java, Yogyakarta, the Riau Islands, the Bangka Belitung Islands, Papua, West Papua, Southwest Papua, Central Papua, Highland Papua and South Papua. The ministry announced the circular on 20 March 2025.
On the animal-health side, the latest reference is Agriculture Minister Decree 287/Kpts/HK.150/M/04/2026. It was signed on 2 April 2026 and is listed as in force on the Agriculture Ministry's legal database (JDIH). Its annex gives an animal-disease status for each of 514 districts and cities. For rabies, our count from the annex is 156 free, 103 suspected and 255 infected. In the 12 provinces named by the Ministry of Health, every district and city is rabies-free.
Another 16 districts are free in other provinces: Sabang City (Aceh), the Mentawai Islands (West Sumatra), the Meranti Islands (Riau), Tarakan City (North Kalimantan), West, Central, East and North Lombok and Mataram City (West Nusa Tenggara), and West, East, Central and Southwest Sumba, Alor, Rote Ndao and Sabu Raijua (East Nusa Tenggara). In 2023 the Ministry of Health also named Sumba, Meranti, the Mentawai Islands and Tarakan among Indonesia's rabies-free islands.

What do 'free', 'suspected' and 'infected' mean?
Decree 287/2026 uses three rabies statuses: bebas (free), terduga (suspected) and tertular (infected). They come from Government Regulation 47/2014 on animal disease control. Article 20(3) of that regulation says an area's disease status can be free, suspected, infected or outbreak. The rabies column of the decree's annex uses only the first three.
Under the official elucidation of Article 20(3), a free area is one where the disease agent has never been found (historically free), or one that once had cases but where none have been found after surveillance. A suspected area is still free, but borders an infected area directly with no natural barrier such as sea, rivers or mountains, or has heavy animal traffic. An infected area is one where cases of the disease have been found in susceptible animals.
So 'suspected' is not the same as 'infected'. The annex does not separate historically free areas from areas freed by eradication; both are simply listed as free. Terms such as 'red zone' are not used in the decree. Under Article 20(5) of Regulation 47/2014, the statuses guide policy such as protecting free areas, eradication in infected areas and rapid response.

The table summarises the rabies column of the Decree 287/2026 annex by province. We counted the figures from the annex's 514 rows. The last column gives each province's status in the Ministry of Health's March 2025 circular, which only distinguishes rabies-free and endemic provinces.
The decree's statuses are based on epidemiological review and animal-disease risk analysis covering October 2024 to December 2025. They can change with a later ministerial decree, so check the latest document on the Agriculture Ministry's JDIH before making an important decision.

Which provinces are infected, and is Bali rabies-free?
In nine provinces every district and city is infected: North Sumatra, Jambi, Bali, North Sulawesi, Central Sulawesi, South Sulawesi, Gorontalo, West Sulawesi and North Maluku. So Bali is not rabies-free. All nine of its districts and cities, Jembrana, Tabanan, Badung, Gianyar, Klungkung, Bangli, Karang Asem, Buleleng and Denpasar, are listed as infected.
Many other provinces are mixed. In West Nusa Tenggara, five districts are free (West, Central, East and North Lombok, and Mataram City), while Sumbawa, West Sumbawa, Dompu, Bima and Bima City are infected. In East Nusa Tenggara, 15 of 22 districts are infected. Banten and North Kalimantan have no infected district: every district in Banten and four of the five in North Kalimantan are suspected.
Banten and North Kalimantan are not among the 12 rabies-free provinces in the Ministry of Health circular. The two documents serve different purposes and use different units: the circular aims to raise alertness to rabies cases and gives a status per province, while the agriculture decree sets a status per district based on animal-disease epidemiology.
The same circular records 185,359 bites by animals that can carry rabies and 122 human rabies deaths in 2024. From January to 7 March 2025 it records 13,453 bites and 25 deaths.

Why do some sources say 8, 9 or 11 rabies-free provinces?
The figures come from different years. In 2012 the Ministry of Health said only 9 provinces were still rabies-free, including West Nusa Tenggara. In September 2020 it wrote that only 8 of 34 provinces were rabies-free, and that the most recent rabies outbreak, in 2019, had been reported in West Nusa Tenggara.
The number of provinces then grew. According to the Southwest Papua provincial government, Indonesia has had 38 provinces since Southwest Papua was inaugurated on 9 December 2022, following South Papua, Highland Papua and Central Papua, which were created from the former province of Papua. In June 2023 the Ministry of Health named 11 rabies-free provinces, a list that did not yet include Southwest Papua. The March 2025 circular names 12, including Southwest Papua.
Compare the 2020 and 2025 lists: six provinces are the same, while Papua and West Papua in the 2020 list now appear as six provinces. For 2026, use the Ministry of Health's 2025 circular and Decree 287/2026 rather than older articles.

What does it mean for travelling with a dog or cat?
According to its official abstract on the Agriculture Ministry's JDIH, Decree 287/2026 is the basis for controlling animal disease and supervising the movement of animals and animal products. Indonesia's Quarantine Agency names dogs, cats, monkeys and civets as the main animals that spread rabies. For travel between islands, these rabies-transmitting animals (HPR) must have a vaccination book, a protective rabies antibody titre result and a veterinary certificate from the provincial or district veterinary authority where the trip starts.
Some regions add their own limits. Bali Governor Regulation 88/2008 temporarily closes Bali to the entry and exit of dogs, cats, monkeys and similar animals, and bars any person or company from bringing them in or taking them out. Why does vaccinating dogs matter?
WHO says dogs are responsible for up to 99% of human rabies cases. According to WHO, mass vaccination of dogs, including puppies, is the most cost-effective way to prevent rabies in people because it stops transmission at its source. WHO also states that culling free-roaming dogs is not effective in controlling rabies.
WHO says vaccination campaigns need to cover more than 70% of the dog population to prevent rabies transmission. The Ministry of Agriculture uses a similar target: during the July to September 2025 mass rabies vaccination month, at least 70 per cent of rabies-transmitting animals were to be vaccinated.
The Ministry of Health says pet owners must have their animals vaccinated against rabies regularly. In 2023 it also said the main intervention for eliminating human rabies is vaccinating dogs. Under Regulation 32/2025, vaccination using prescription-only medicines or parenteral methods may only be carried out by a vet or by a paraprofessional under a vet's supervision, so ask your vet or the local animal-health office about the schedule.

What should you do after a bite or scratch?
WHO advises that anyone bitten or scratched by an animal that may have rabies should immediately wash the wound with water and soap for at least 15 minutes and seek medical attention. The Ministry of Health gives the same message: wash the bite wound with soap and running water for 15 minutes, then go to the nearest health facility as soon as possible.
The Agriculture Ministry's animal health directorate adds that medical care must not be delayed just because the wound looks small or the animal is a pet.
