## Summary

Indonesia's national red list is a ranking of how threatened the country's species are, compiled by the Ministry of Forestry with the IUCN Red List method; the plan was announced on 4 September 2025 with a five-year timeframe. ## When was the national red list announced?

This is not a 2026 announcement. On Thursday 4 September 2025 Nunu Anugrah, then the Ministry of Forestry's director of species and genetic conservation, told an online discussion on the Tapanuli orangutan that the ministry would compile a list of threatened species modelled on the IUCN Red List within five years, in line with the national medium-term development plan (RPJMN).

He described the Red List Index as a priority task for his directorate and said the work would involve universities, domestic and international organisations and wildlife experts. ANTARA reported that the ministry planned to monitor between 3,000 and 40,000 species over the five years.

## What are the official targets up to 2029?

The 2025–2029 strategic plan of the ministry's directorate general for conservation (KSDAE) makes the National Red List Index of species threat status one of the ministry's performance indicators, with a target of 0.76 points. The index runs from 0 (all species extinct) to 1 (all species of least concern).

At programme level, the number of species assessed nationally is meant to rise in steps: 5 in 2025, 15 by 2026, 25 by 2027, 35 by 2028 and 50 by the end of 2029. A second target is an improvement in the threat status of 50 species by 2029. The Directorate of Species and Genetic Conservation is responsible.

Assessments follow IUCN guidelines for national red list programmes. The plan notes that discussions began in late 2024 and that IdSSG was finalising national assessment guidance adapted to Indonesia's geography. Workshop results become a draft that must be approved by the competent authority before being formally adopted and published.

## What progress has been made in 2026?

Preparations began before the announcement. On 1–2 August 2024 the ministry's species conservation directorate and IdSSG, an expert group of IUCN's Species Survival Commission, held a first workshop in Bogor. It agreed that national assessments would use the IUCN Red List Categories and Criteria, and set priority groups and a timeline for 2025. A primate workshop on the genus Macaca followed on 18–19 October 2024.

On 16 February 2026 IdSSG published a summary of national results for Macaca. From 31 March to 3 April 2026 more than 55 people met in Bogor for a national red list workshop on gibbons, aiming to finish national assessments of nine gibbon species by December 2026; the director of species and genetic conservation, Ahmad Munawir, gave closing remarks.

On 20–22 August 2026 IdSSG held its first in-person conference, at Pakuan University in Bogor, attended by at least 80 members and supported by the directorate. On 8 September 2026 it released its first newsletter, which covers red list workshops on primates, amphibians and wild cats.

## How does a national red list differ from the IUCN Red List?

The IUCN Red List assesses a species' extinction risk across its whole global range. A national red list uses the same categories and criteria but only for the population inside the country, so the result can be higher or lower. The KSDAE plan cites the tiger: Critically Endangered in Indonesia but Endangered globally, because populations in India and Nepal are in a very different state.

The Macaca results show the effect. The long-tailed macaque (Macaca fascicularis) is Endangered globally but was assessed as Least Concern nationally, because its Indonesian population is growing and it is often a pest. The pig-tailed macaque (M. nemestrina) moved down from Endangered to Vulnerable. Five Sulawesi macaques, M. nigrescens, M. hecki, M. tonkeana, M. ochreata and M. brunnescens, moved up from Vulnerable to Endangered, because their area of occupancy is much smaller when measured nationally.

## How is a red list different from legal protection?

A red list is a scientific assessment of extinction risk; on its own it does not ban hunting or trade. Legal protection comes from the annex to Ministerial Regulation P.106/2018, which has 904 entries for plants and animals. For listed species, Law No. 5 of 1990, as amended by Law No. 32 of 2024, bans hunting, killing, keeping and trading; after the adjustment by Law No. 1 of 2026 the maximum penalty is 15 years in prison and/or a category VII fine (Rp5 billion).

The two can diverge. The long-tailed and pig-tailed macaques, both Endangered on the IUCN Red List, are not listed in the P.106/2018 annex. At the October 2024 primate workshop the IdSSG expert Sunarto said Indonesia has 47 endemic primate species, of which only 37 are legally protected.

A national red list can give the science for future reviews of the protected list. Government Regulation No. 7 of 1999 says a species must be protected if its population is small, falling sharply or confined to a small range, reasoning close to red list criteria. In 2024 Nunu Anugrah also called the red list a first step towards designing suitable protection.

## How many endangered species are there in Indonesia?

According to the KSDAE 2025–2029 plan, which cites IUCN data as of December 2024, 17,332 Indonesian plant and animal species have been assessed. Five are Extinct, two Extinct in the Wild, 486 Critically Endangered, 1,123 Endangered and 1,130 Vulnerable, which puts more than 2,700 species, about 16 per cent, in the threatened categories.

Indonesia's Red List Index fell from 0.87 in 1993 to 0.75 in 2024. The plan attributes 88 per cent of extinction threats to human activity, chiefly heavy use of wildlife and plants and encroachment on habitat. The 0.76 target for 2029 means the government wants to reverse that trend, if only slightly.

## What happens next

- Under the KSDAE plan, 15 species should have been assessed nationally by the end of 2026.
- National assessments of nine gibbon species are due by December 2026, with updated IUCN assessments for four gibbons endemic to Indonesia due in November 2026.
- National assessment guidance adapted to Indonesian conditions is being finalised.
- Until the regulation changes, the P.106/2018 annex remains the legal reference for protected species, whatever their red list status.
