**Review status:** Compiled from the official sources listed and approved for publication by the editor (Kaiser Khan, 1 October 2026). This is not a review by a veterinarian or wildlife expert; in an emergency, follow the instructions of responders or health workers.

**Caution:** Put safety first. For urgent situations, contact appropriate medical, veterinary, or authorised responders. This page does not receive incident reports or dispatch help.

## Key points

- The fire and rescue service (Damkar) handles non-fire rescues, including trapped animals. Call 113, 112 or your local Damkar number.
- Do not climb into wells or drains, onto roofs, or near power lines. Rescues like these need equipment and trained teams.
- For electrical faults, call the state electricity company PLN on 123.
- Do not free a snared wild animal yourself; report it to the BKSDA.
- A trapped animal may panic and attack, so keep your distance.

## Start with these steps

1. Keep yourself safe: do not climb down holes, climb up structures or go near power lines.
2. Keep people and pets back, and keep noise down.
3. From a safe distance, note the kind and size of animal, what is holding it and how long it has been there.
4. Call Damkar (113, 112 or the local number). If power lines are involved, also call PLN on 123. For wildlife, contact the BKSDA.
5. Describe the address, access to the spot, the depth or height, and the animal's condition.
6. Wait for responders. Do not cut a snare, pull the animal out by force or use chemicals.

## Who can I call if a cat is stuck in a well or on a roof?

In many areas the fire and rescue service (Damkar) handles non-fire rescues. In November 2023 the Tuban Damkar rescued a cat that had been stuck for two days in a well about 12 metres deep, using vertical-rescue equipment and six personnel. The Yogyakarta city Damkar states that its rescue services are free.

The national fire service number is 113. Where a district or city has the 112 service, that integrated emergency number also works. Many local Damkar units have their own phone or WhatsApp numbers.

## Why is it risky to rescue a trapped animal yourself?

The Tuban case shows that a well rescue needs special equipment and several officers. Do not climb down into wells, drains or confined spaces, and do not climb onto roofs or into trees. The RSPCA reminds rescuers not to put themselves at risk, because an injured or frightened animal may feel threatened and react aggressively. Keep children, onlookers and pets away.

## What if there are power lines near the animal?

Do not go near the animal, the cables or the pole. The government emergency-number list gives PLN's number for electrical faults as 123. Also call Damkar and tell them there are power lines at the scene so the team comes prepared.

## What if a wild animal is caught in a snare?

Do not try to cut or free a snare yourself. A snared animal may be badly hurt and dangerous when it panics. BKSDA Bali asks people not to handle wild animals they find but to report them at once to the BKSDA call centre or local KSDA field staff. Offices are listed on the BKSDA offices page.

Article 21(2) of Law 5/1990 as amended by Law 32/2024 bans hunting, catching or injuring protected animals. If you see other snares nearby, note where they are and tell the officers.

## What should I tell the responders?

Give the full address and a landmark, how to reach the spot, the kind and rough size of animal, what is holding it (for example the well's depth or the roof's height), how long it has been there, and other hazards such as power lines, water or unstable structures. A photo taken from a safe distance helps the team bring the right equipment.
