**Review status:** Compiled from the official sources listed and approved for publication by the editor (Kaiser Khan, 1 October 2026). This is not a review by a veterinarian or wildlife expert; in an emergency, follow the instructions of responders or health workers.

**Caution:** Put safety first. For urgent situations, contact appropriate medical, veterinary, or authorised responders. This page does not receive incident reports or dispatch help.

## Key points

- Law 5/1990 as amended by Law 32/2024 bans hunting, catching, owning, keeping, transporting and trading protected animals, alive or dead, including their parts.
- As adjusted by Law 1/2026, an individual faces up to 15 years in prison and/or a fine of up to category VII (Rp5 billion).
- Official channels: the Gakkum Kehutanan complaints app (category 'Perdagangan Ilegal Satwa Liar'), email pengaduan.gakkum@kehutanan.go.id or phone (021) 5790 2925.
- Do not buy an animal to 'rescue' it. Buyer demand is the main driver of illegal trade.

## Start with these steps

1. Do not contact, bargain with, buy from or visit the seller.
2. Take screenshots showing the account name, link, price, animal photos, date and time. Note the location if the sale happens in person.
3. Keep the original files private and do not reshare the sale content.
4. Report through the Gakkum Kehutanan complaints app (you need an account), Gakkum's email or phone, or the local BKSDA.
5. For marine animals, you can also call the KKP call centre on 141.
6. If there is a threat of violence or the crime is under way, call the police on 110.

## What does the law prohibit in protected wildlife trade?

Article 21(2) of Law 5/1990 as amended by Law 32/2024 bans anyone from hunting, catching, injuring, killing, storing, owning, keeping, transporting and/or trading live protected animals. Similar bans cover dead protected animals, their parts and goods made from them, and their eggs and nests, including unlicensed trade through electronic media.

Protected species are listed in the annex to Environment and Forestry Ministerial Regulation P.106/2018, which Gakkum Kehutanan cites in its cases. The species PanduanHewan has matched are on the Protected animals page. Officers make the final assessment.

## What is the penalty for trading protected wildlife now?

Article 40A(1) of Law 32/2024 originally set 3 to 15 years in prison and a fine of category IV to VII for individuals. Law 1/2026 on Criminal Penalty Adjustment, in force since 2 January 2026, changed this to imprisonment of up to 15 years and/or a fine of up to category VII. Under Article 79 of the Criminal Code (Law 1/2023), a category VII fine is up to Rp5 billion.

## How do I report wildlife trafficking?

The Directorate General of Forestry Law Enforcement (Gakkum) runs a complaints app at pengaduan.gakkum.kehutanan.go.id, with a category for illegal wildlife trade. You need an account to submit. The same page lists the email pengaduan.gakkum@kehutanan.go.id and phone (021) 5790 2925.

You can also report to the BKSDA for your province or to the integrated police service desk (SPKT) at a police station, which takes public reports. In an emergency, call 110. For marine animals, the KKP call centre is 141.

## What evidence should I prepare?

The Gakkum form asks for the category, a title, the date and description of the incident, details of the person reported if known, and a map location. You can upload up to five images (2 MB each at most), a document, or a Google Drive link with photos and videos.

Separate what you saw yourself from what others told you. Do not set up a deal or pose as a buyer; investigating is the officers' job.

## Should I buy an animal to rescue it?

No. The Ministry of Environment writes that demand for exotic animals is still the main driver of illegal trade, and that conservation succeeds when fewer people want to buy wild-caught animals. It recommends not buying protected animals, not sharing wildlife-trade content and reporting illegal activity.

Much of the trade now runs through social media, marketplaces and messaging apps. In 2025, enforcement officers rescued 54,488 wild animals from illegal trade, and cyber patrols found more than a thousand posts offering protected species.
